In January 2009, Canada's premiers endorsed amendments to the Agreement on Internal Trade (AIT) that commit all provinces and territories to improving labour mobility for certified workers in professions and trades.

However, the AIT allows for certain certification requirements to continue, such as applications and application fees, evidence of good character and criminal background checks, evidence of good standing, active practice, additional non-material testing, experience, examinations or assessments for local jurisprudence or local knowledge, and post-certification conditions.

Accordingly, If you are a registered salesperson in another province, OMVIC will require you to complete the following requirements that apply to all new applicants as follows:

  • You submit a completed Individual Application with required identification and a $250 fee.
  • You complete the OMVIC certification course. This is a correspondence course in which you will learn the law and ethics of motor vehicle sales specific to the province of Ontario.
  • You meet the same eligibility test OMVIC applies to all applicants (i.e. that your past conduct does not afford reasonable grounds to believe you will not conduct business with honesty, integrity, in compliance with law and with financial responsibility). In order to determine whether you satisfy this test, OMVIC may run background checks including, but not limited to, a criminal record check or a credit check.
